How to obtain a learner's license in Bangalore?


A learner's license has to be obtained prior to obtaining the Driver's License. You can apply for Driving License only after a month(30 Days) of obtaining the learner's license.
Carry on reading further where in the procedure and required items are explained.
1. Gather the documents required for (A)address proof and (B)age proof. Take a photocopy of document A and B; originals need to be shown to the authority for verification.
A)Age proof(Any one of the following)

SSLC(10th) Certificate

Birth Certificate

PAN Card

Certificate granted by a registered medical practitioner equal to or above the rank CivilSurgeon

Self-swearing affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age and address

B)Address proof(Any one of the following)
Ration Card
Passport
LIC Policy
Electoral Roll(Voter ID Card)
Telephone Bill
Electricity Bill
Water Bill
Caste Certificate (SC/ST, Backward Class and Minorties, etc.) and Income Certificate issued by Tahasildar.
Pay slip issued by any office of the Central Government or a State Government or a Local body.
Self-swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age and address.
Proof of legal presence in India in addition to proof of residence in case of foreigners.
2) Take 3 copies of your passport size photos.

3) Application form (Form 2) titled Form of application for the grant of learner’s license. Can be Downloaded here. Also available at the help desk in RTO office as mentioned in RTO website. It will also be available in any Xerox shops near the RTO office.
4) Have 30Rs change in hand to pay for the challan.
5) Gain some knowledge about
* Road regulations,
* Traffic signals and signs,
* Hand signals.(Start, Stop, Right Turn, Left Turn, Slow Down, Over Take)
* Duty of driver when he is involved in an accident and documents to be carried while driving.
* Procedure to cross an unmanned railway crossing.

Steps to obtain a learner’s license
1. Do some homework on obtaining knowledge on points mentioned above in bullet no 5. There will be a written test for those who have passed 10th and oral test for others. Written test will consist of 15 multiple choice questions, which are easy if you study the questions which are available at the following link.

2.  License issuing officer may also ask to explain the meaning of signs by showing the image of the sign.
You can refer the following sites for signs and signals. A few are a bit confusing rest are self explanatory.
3. Once you are ready you can approach the RTO office. Fill Form 2, sign where ever required, paste your photograph. (Though the form says that medical certificate to be produced, RTO did not ask us for the certificate and license was issued.) Attach age proof and address proof with the form.
4. Go the Tax counter and pay Rs30 for Learner’s License and attach the challan(receipt) to the application form and produce the application before Asst RTO, he will verify the documents and sign it. There might be a big queue for gents but for ladies a different queue is available.
5. You will be sent for written test with a question paper. There might be questions to explain the symbols like C22(Cautionary 22), M11(Mandatory 11), E10(Informatory 10) etc, which are on the link mentioned above and are also displayed on the wall at RTO office.
6. Once you clear the written exam (10/15) inspector may ask you to explain the signs and also ask you to demonstrate the hand signals.
7. On successfully completing the written and oral test you will be issued a learner’s license. As per the Sakala rule it should be issued within 7 working days.
8.   If you fail the tests no worry you can re-appear next day, but if you go through the links mentioned above you will definitely pass the exam.
